Statutes for the Nordic-Baltic Organisation for Professionals Working with Children and Adolescents

§ 1.  Name:

The organisation name is Nordic-Baltic Organisation for Professionals Working with Children and Adolescents hereinafter referred to as NBO.

 

§ 2.  Purpose 

The organisation is strictly non-profit making and has the following purpose:

  • Exchange information about how it is to work with children in institutions and also other work, like policlinic and prevention work with children and adolescents in the Baltic and Nordic countries.
  • Develop professional skills in every individual member.
  • Develop cooperation, professional competence and understanding of the needs children have, both for treatment and care.
  • Work for increased understanding and cooperation between different professionals and between Child care and Mental health care for children and adolescents.
  • Provide information, raise the competence of the members and give our members an arena to meet each other and make contact on a grass-root level.
  • Base the work in NBO on ideal contribution from the participants and in the member organisations professional profile and also in the professional code of ethics of the different occupational groups.

The activities for achieving this aims:

  • Conference every second year
  • Conferences with special topics on special needs or interest
  • The spreading of information by all appropriate means
  • Professional exchanges between professionals working with children and adolescents from different European countries
  • Contacts between different institutions for auditors and excursions
  • And all such other activities as will advance the aims of the organisation.

 

§3  Membership:

NBO consists of members from following countries: Estonia, Latvia, Lithuania, Denmark, Sweden, Iceland and Norway. So far Denmark is also responsible for Greenland and The Faroe Islands.

Every member organisation chooses one member to the NBO board for 2 to 4 years, this because it is important to have a continuance in the board.  If any of the member organisations wish to have more than one representative at the board meetings in NBO, they have to pay the costs for this.  These representatives do not have voting rights on the board.

It is a desired goal to have members from both child care and mental health care from each country in NBO.

It is also a desired aim that the members of the board are working with children and adolescents.

Any organisation or group of institutions organizing a considerably part of the professionals working with children and adolescents within their country can apply on membership.  Application for membership in NBO will be considered by the board, and new members can be taken in after a resolution on the board.

 

§4 Board:

The board of NBO consists of the chosen members from each of the member organisations; these are the only ones with the right to vote.

The board constitutes itself on the first meeting every year with; leader, vice-chairman/secretary and treasurer. These are the executive board and are responsible for the work in between the board meetings. They are also responsible to submit; budget and accounting, prepare the board meetings, and handle protocols. 

It is desirable to have board meetings every half-year.

The board members are responsible to give information to their respective organisations. 

The board is free to engage persons to support their work.

 

§5 Economy:

NBO is submitting budget and accounting every second year. These are sent to the member organisations for information and comments. 

Annual organisation dues for members shall be € 1200 (2007) and paid within first of March every year. This due is to compensate for the expenses of travelling to board meetings and other administrative expenses. It can be regulated after proposal from the board and acceptance from the members in NBO. 

Eventually incomes from conferences etc. will cover the expenses in NBO. 

It is possible for members to have special economic arrangements after a decision in the board.

NBO members can and are requested to send applications to their countries to get support for developing and cooperative projects between the different countries in direction of NBO. 

 

§6 Dissolution:

If the board in consultation with their respective members suggests NBO to dissolve, this is submitted to the boards in the member organisations. It demands at least 2/3 of the board to send this suggestion. If the suggestion is confirmed by the member organisations, the board of NBO can decide dissolution.

Remaining actives is to be shared among the NBO members corresponding to what they have paid the last two years, or to a non profit organisation or organisations having similar purposes as the NBO and which may be selected as an appropriate recipient of such assets after a decision in the board by a majority vote.

 

§7 Amendments to Statutes.

These Statutes may be amended by a two-thirds majority of the members.

a) Proposed amendments may be originated by the board or a member.

b) All such proposed amendments must be submitted in writing to the board.
